Joining the Society by paying a subscription on the JoiningForm page (http://www.bordersfhs.org.uk/BFHSJoiningForm.asp) is different to registering to use the forums or registering to record your surname interests.
If you want to create topics or reply to them in the forums, you must first register with the forums at register.asp and await an email containing a confirmation link.
